The administrative function is a protected legal value by criminal law. As such, it must be protected in two ways: through normative definitions that accurately describe the behaviors that violate it and establish the respective penalties, and through a system of administration of justice and law enforcement capable of conducting objective, impartial and effective investigations, and to apply expedited jurisdictional models that serve to give the best possible solution in the particular case, within the accusatory justice system. Both aspects should be considered as foundation in the construction of the National Anticorruption System - in particular, on the issue that must deal with the fight against corruption.
