En el artículo se presenta al municipio como actor burocrático. Se define el concepto de actor social con base en tres campos de interés: la relación entre actor y estructura a partir de una posición constructivista; la constitución de la subjetividad como dimensión estratégica de todo análisis social; y la relación entre política y educación. Posteriormente se aborda a la burocracia como actor social considerada como una forma de organización humana basada en la racionalidad. Se desarrolla un análisis de la burocracia estatal, considerando a los determinantes históricos de las relaciones entre la sociedad civil y el Estado como generadores de su propia especificidad. Por último se presenta un estudio del municipio de Durango y su proyecto educativo.

In the article the municipality is presented as a bureaucratic actor. Social actor concept is defined bases in three fields of interest: the relationship between actor and structure from a constructivist approach; establishment of subjectivity as strategic dimension of all social analysis; and the relationship between politics and education. Later on bureaucracy as a social actor considered as ahuman organization form based in rationality is presented. An analysis of state bureaucracy, considering historical determining factors of the relationships between civil society and State as generators of their own specificity is developed. Finally a study on the municipality of Durango and its education project is presented.
