To understand the relevance of the study of different contemporary political proposals and the contribution of civil society and citizen participation in the process of democratic construction, it is necessary to distinguish the theoretical contributions to the understanding of social, political and cultural change of the late twentieth century and beginnings of the XXI. This change has happened along with a series of social events, which have generated new ways of understanding some conceptual assumptions that previously had various meanings and that no longer serve to understand the current phenomena. Thus, here we can observe the main theoretical discussions on the concepts of citizenship and civil society, where they are shown as currently conceived, in addition to evidencing their importance for democratic consolidation. For which, it is understood that the best way to make effective the ordinances of a State, in the current democratic international context, occurs in conjunction with citizen participation, being the only form of link between institutional needs and social.es_MX
