Competitividad de las agroempresas mexicanas productoras de leche bovina de pequeña escala especializadas
Abstract
Las empresas primarias lecheras tienen un papel socioeconómico muy importante al dar sustento a miles de familias en el agro mexicano, y producir un alimento básico en nuestra alimentación, donde no somos autosuficientes. Sufren el embate de competir en un mercado global creciente de lácteos, que cubre un tercio del consumo nacional aparente. Este trabajo tuvo por objeto identificar y analizar los factores que inciden en la competitividad de las agroempresas productoras de leche bovina (AEPLB) de pequeña escala especializadas en México, para hacer una propuesta que coadyuve a su desarrollo. El abordaje de las variables que inciden en su competitividad fue en dos ejes: endógenas, las inherentes a la propia unidad productiva, y exógenas las del contexto nacional e internacional en que se desenvuelven. La metodología consistió en: a) revisar y analizar información y data nacional e internacional sobre el sector lácteo; b) procesar y analizar una encuesta a 240 AEPLB de pequeña escala aplicada a nivel nacional, con reactivos sobre los aspectos técnico-productivos y socioeconómicos de las mismas; c) aplicar y analizar un cuestionario a consumidores de lácteos de la Ciudad de México; d) entrevistar a actores clave de la cadena láctea. Se halló que el tamaño de la AEPLB (expresada en número de vacas que posee) y la adopción de tecnología son las variables endógenas que mayor peso tienen en su competitividad, expresada en la productividad láctea por vaca, donde la media obtenida fue de 16.7 litros de leche/vaca/día (l/v/d) y lactancias promedio por vaca de 4,223.5 litros; las unidades productivas con menos de 10 vacas obtuvieron 13 l/v/d contra 19.7 l/v/d en las de 100 vacas o más. La tecnificación en las AEPLB es baja: sólo 49% suministra ensilado en la alimentación del ganado, y 43% emplea inseminación artificial. La capitalización de las AEPLB es baja con activos promedio de $4.5 millones de MXN por unidad, básicamente en terreno y semovientes, y escasa infraestructura de ordeño mecánico y tanque frío de leche (en 69% y 42% de ellas). Las variables exógenas determinantes fueron la alta y creciente apertura comercial nacional a lácteos importados, principalmente de los EE.UU.; así como políticas de estado erráticas hacia el sector. Los resultados de la encuesta a consumidores indica que el sabor es el principal atributo de compra para el 47% de ellos. También se identificó que los consumidores manifiestan interés en comercio justo, bienestar animal y calidad certificada. Se concluye a nivel de AEPBL la necesidad de incrementar niveles de productividad por vaca por lactancia, mediante prácticas tecnológicas que mejoren la alimentación y la reproducción, y llevar registros técnico-productivos y financieros. El papel del estado debe fomentar la capacitación y asistencia-acompañamiento técnico de la AEPBL, y fomentar la inversión en bienes públicos al sector, si se quiere disminuir la dependencia alimentaria en lácteos e incrementar la competitividad sectorial. Dairy farms fulfill a mayor socioeconomic role as it provides an income for thousands of Mexican households in the agricultural sector, but also must provide a basic food in our diet for the rest of the country, one particular area where we are not self-sufficient. They face the reality of competing in a growing dairy global market that nowadays covers a third of the apparent national consumption. This work intended to identify and analyze factors that occur in competitiveness between the Mexican small specialized dairy cattle agribusinesses (AEPLB, by its acronym in spanish), to elaborate a proposal that aids their development. We classified the different variables that occur in competitiveness in two major segments: endogenous, those that are inherent to each productive unit, and exogenous, those that are related to the national and international context. The methodology consisted of: a) reviewing and analyzing national and international data and information of the dairy sector; b) analyze a survey, applied to 240 AELPB throughout the nation, mainly focusing on technical and socioeconomic aspects of their businesses; c) Implement and analyze a survey to dairy consumers located in Mexico City; d) Interview key players of the dairy chain. Results determined that the size of the AEPLB (expressed in the number of cows owned) and the technology adoption are the main endogenous variables that affect competitiveness. These variables are expressed in the milk produced per cow, having an average of 16.7 liters per cow per day (l/c/d) and an average lactation per cow of 4,223.5 liters. Productive units with less than 10 cows obtained 13 l/c/d against 19.7 l/c/d with those who own 100 or more cows. The incorporation of technology in the AEPLB is low; only 49% feed cows with ensilage, and only 43% use artificial insemination. Capitalization in the AEPLB is low, with an average of $4.5 million MXN per unit, mainly in land and livestock, and very poorly in mechanical milking infrastructure and bulk milk cooling tanks (69% and 42%). The most important exogenous variables were the high and growing opening to imported dairy products into the national market, mainly from the U.S., and the limited governmental policies focused in the dairy sector. Data collected from the consumers survey shows that flavor proved to be the main factor of purchase, being relevant to 47% of them. The same consumer survey also showed that consumers manifest interest in fair trade, animal welfare and certified quality. It is concluded that AEPBL have the need of increasing lactation cow productivity levels through the use of technological practices that improve the nutrition and reproduction, and elaborate technical-productive and financial reports. The role of the Mexican State should promote training and technical assistance as well as follow ups to the AEPBL. The state should also encourage the investment in public goods for the sector if the main goal is to reduce the dairy dependence and therefore increase the competitiveness within the sector.
