dc.description.abstractEl gobierno federal, estatal y municipal, así como las otras entidades gubernamentales han incrementado sustancialmente el monto de la deuda. El Fondo Monetario Internacional ha revelado la necesidad de preparar normas de información financiera para el sector público de manera que se identifique el beneficio social de dichos recursos y para que las administraciones de gobierno gestionen su riesgo fiscal. El objetivo de este trabajo es mostrar la obligación que existe de articular las obligaciones acumuladas (devengadas) de los gobiernos y entidades gubernamentales con la NICSP 19. Es un estudio exploratorio-descriptivo-transversal realizado con técnicas jurídicas de gabinete. El estudio revela que los reportes de las finanzas públicas que emite el gobierno federal no están preparados con base en la NICSP 19 Provisiones, Pasivos Contingentes y no se identifica la aplicación de los recursos para el beneficio social.es_MX
dc.description.abstractThe federal, state and municipal government, as well as other government entities, have substantially increased the amount of debt. The International Monetary Fund has revealed the need to prepare financial reporting standards for the public sector in a way that identifies the social benefit of these resources and for government administrations to manage their fiscal risk. The objective of this work is to show the obligation that exists to articulate the accumulated (accrued) obligations of governments and government entities with IPSAS 19. It is an exploratory-descriptive-transversal study carried out with legal cabinet techniques. The study reveals that the reports of public finances issued by the federal government are not prepared based on IPSAS 19 Provisions, Contingent Liabilities and the application of resources for social benefit is not identified.es_MX
