Oportunidades legislativas para el Sistema Nacional de Ciencia y Tecnología

Abstract

Se pretende demostrar que la actividad de regulación y normatividad representa un nicho de oportunidad y que impacta en el conocimiento como elemento estratégico y de política pública para el desarrollo económico y social sustentable. En el texto se presenta una revisión de los aspectos constitucionales y de las leyes que reglamentan la investigación científica y tecnológica, así como al organismo estatal que la ejecuta, sus principales principios orientadores y los resultados obtenidos. Así mismo, se enfatiza en las mejores prácticas en las leyes existentes en las Entidades Federativas y una serie de propuestas tendientes a la consolidación de los sistemas estatales de ciencia, tecnología e innovación. / It is tried to demonstrate that the activity of regulation represents an opportunity niche that hits in the knowledge like strategic element and of public policy for sustainable the economic and social development. In the text you will find an analysis of the constitutional aspects and the laws that regulate the scientific and technological research, as well as to the state’s organism that executes it, its main orientation, principles and the obtained results. It also emphasizes in the best practices in the existing laws in the federal organizations, and proposals destined to the consolidation of their systems of science, technology and innovation.
